larger draining line. My block has a space for hook up but it is not drilled. So I want to put it somewhere else, The oil pan maybe.

Well I need to know what kinds of pressure that line gets. Does it just drain into the block or is it slowly feed into or onto something?

If you haven't already done so, you might want to consider consulting a book on turbocharging like "Maximum boost" by Bell. There are issues with the drainage of the oil from the turbo itself relative to the oil level in the pan. You don't want any standing oil in the line, so putting the inlet high on the block is more desirable than feeding into a location that is blocked by oil. Of course all of this has much to do with the actual location of your turbo relative to your oil sump. So you probably won't get an exact answer, but the book is useful and not that expensive.
