It's weird but some days I hit 1.3 by 3000-3500rpms in 3rd, but other days I have trouble hitting 1.0-1.1 even at higher rpms. If there were a leak, wouldn't it always non-boost? Im thinking I should repace some temp. sensors. Any idea why boost fluctuates?

Some thing I noticed:
Upper wastegate hose at the WG end seems loose, the clamp isn't on the rubber hose, it's in front of it near the WG. I can pull the rubber line off fairly easily. The other end near the frequency valve looks the same as far as the clamp arrangment, but hose seems tight.

The MM can get blown off in just such a way that it will give intermittent functionality. I popped a new one off like that and had an old one with a tear that would hold more or less boost depending on the day.

I'd say it is more likely the WGFV except... the problem with that is that 1.2 to 1.3 is where the spring alone will hold the boost. 1.0 to 1.1 is low even for that.

So, boost leak. Is your IC strapped? Not usually a need without increasd boost. Possibly a hose the the WG too.

I checked all around, examined the MM hose, but couldn't find the problem. It would get about 1.3 in 3rd gear, but never really anytime else. Mostly 1.1 at most.
Then one day, I came to a stop light and the car totally stalled. It was hard to get restarted. I drove it to my mechanic and he first looked at the MM hose and there was a hugh hole in it. He popped on a new one and I was on my way. When I drove off, my long time existing boost problem suddenly went away.
It might be the MM, but you may not be able to detect it. If you have a spare or know someone who has a functioning one, you might want to just test it out.

Sometimes I would get full boost and sometimes I wouldn't get any. I went to SJM Autotechnik web site and it sounded like I had a bad throttle positioning switch.
