Low Boost Question

Low Boost Question
Yet another low boost question for the UrQ Gurus. I have searched archives but still have??
I don't seem to build boost as fast as I think I should. PO said car has MTM stage 1 and I have receipt for install. I peak out a 20psig and then settle back down to 18psig. I am at 6400ft (Castle Rock, CO) so this works out to about 2.2 bar peak and 2.0bar constant.
Amyway, It seems like I am getting too much lag. I replaced the BV with the 714 with no change. I even tried installing it backward but I think forward is better. I presure tested the intake and found some small leaks at the hose clamps. I have seen posts about the 1.8bar WG spring so I disconnected the WG FV and I was running about 6psig with just the spring. I then cranked the WG spring adjuster down 4 turns and boost is now up to 8psig with just the spring. The adjuster is in all the way. Could I possibly have a weak spring? Would the 1.8 spring be the best thing to try at this point?
TIA
