here is the S4 in question...<ul><li><a href="http://cgi.ebay.com/ebaymotors/ws/eBayISAPI.dll?ViewItem&item=1813124670">92 audi S4</a></li></ul>
1. Why were some valves and valveguides replaced? Most likely because the timing belt failed at 70000+ miles and the pistons hit the valves. I'd want to see a receipt and talk to the mechanic and then drive the car to see if it really is all perfect again (preferably with pix of the damage. Good luck on ebay. Kudos to the guy for mentioning it though. (By the way, Audi apprently thinks the belt does not need to be changed at 60k, merely inspected. My car (Dealer maintained for EVERYTHING until I got it including changing the clock for daylight savings time if you can believe that) was on its original belt until 67000 miles. It is the first thing I replaced the week after I got it.
2. The accident: Again, since he is on good terms with the P.O., I'd want to see a receipt and check out the bodyshop's reputation (through others on this site would be easy.). My car is the same color and I would think that color is not that easy to match (but a lot easier than the pearl)
3. Rust: If there is some visible rust, there's probably more that you can't see.
4. Other than that, it looks good in the pictures (better than a lot of others on ebay over the years)
Lastly, I only know this particular car through the link you gave and know nothing about it personally, either positive or negative. I am merely conveying what my thoughts as a possible buyer would be, especially having owned my car for 3 years now.

it was just confirmed that the timing chain DID break, thus the rest of the repairs. can the 20V turbo rebound from this?

The dealer that is listed on eBay is in my neck of the woods. I may know the previous owners.
