Could it be a hose or something? Maybe it is a bad ISV, but I didn't really see any crub come out of it when I cleaned it. Is there a way to test it? Is there something I can monitor via VAG-COM that will help me diagnose the problem?

I'm not sure about those numbers tho, STFA will reveal the answer I'm sure. If it is out of spec you will need a new one.
