Can I do it without removing the steering wheel/risking deploying the airbag?

Its fairly simple...make sure the first thing you do is disconnect neg on the battery.

1)remove the steering column cover. There's two screws on the bottom side of the steering colum. take those out and the top half of the cover will pop off.

2) Then you should see two screws holding in the guage cluster. Unscrew those and the cluster is free. With a bit of effort and different angles you should be able to slide out the whole cluster. Disconnect the wiring harnesses and its out.
