The only reason I can think to justify driving lights is if you rally race at night or frequently drive on unlit dirt roads. The Xenons are really bright and out shine any cars with conventional lighting.
I'm sure it's no different from mounting fog lights on a non-prewired car. You'll need to get relays, fuses , switches, wires, mounting brackets etc. Then you'' need to find a place to mount it to (probably the metal part of the bumper). Ensure that there there are no sensors nearby (airbag sensor etc). Cut a hole in the stock bumper and hopefully finish it carefully so they look professionally done.

It's not illegal to mount them though (perhaps covers might be required).
