for around $1200 which:

1) Has 17 inch wheels (different style than S4)
2) S4 brakes
3) Even stiffer suspension and 10mm lower (than current Sport)

I'd buy it!

It's just not available here. I'm referring to the Quattro GmbH package handling package which lowers the car 30mm (don't know if this is from stock, in which case it would be only 10mm more than sport, or from sport height...that would be pretty low). The package you described would be pretty cool also.

In my opinion, Audi needs to provide more performance oriented options like the GmbH line to their US customers.

I'm curious whether anyone knows how extensive changes to an approved and tested model must be to require additional expenses/crash tests/etc to satisfy regulatory requirements. I.e. if Audi wanted to offer this kind of competition option on the A4 would they encounter lots of expense to certify it?
