they should sway.

Once you go WOT, they should stay put, but otherwise, they will sway.

it seems as if it's trying to get going than comes back down in idle.
what values should i be seeing in idle, after it's warm.

Usually between 0.2 and 0.7 Volts, constantly cycling.

I've got a WB O2 hooked up, and it shows the A/F ratio bouncing between 13.9:1 and 15.5:1, so for the most part, it's always adjusting, and going up and down. There really isn't anyway to tell if it's bad or not.

some times the heating element goes out, the O2 will still work, it just takes longer to warm up.
