why doesn't a the power to the cigarette lighter socket cut off when the car is switched off and locked?

I find it useful to have power when the car is off.

...for a certain period of time. Might need to do it again when it turns off.

You had to turn it on/off every time. After like 5 years it didn't work anymore because of the wear on the switch.
