I'd look in the archive, but it's broken.

I had a 98.5 A4 2.8, may it RIP. Liked the low beam headlight pattern on the road. Just picked up the replacement 99.5 A4 2.8 QMS and have this very strange stair-set pattern in the low-beam pattern. I've done a bit of checking and it seems to be coming from the right headlight only. Boy is it annoying!

Anybody else seen anything like this with the new headlights??

This is the Euro pattern, where the right headlight has to shine 75m and the left one 50m (high beams at least 100m). This is NOT just the one headlight; when you cover one, you will still have the zig-zag pattern because it's built into the projector. Thus, adjusting one headlight won't "correct" this.

so as not to blind oncoming traffic (left side is lower than the right). The step is designed in the reflector (you can verify this by blocking the beam on one light and checking the pattern). I personally like the thoughtful engineering that went into the design.

It may be designed that way, but the way the beam tracks on the road is an incredible discraction for me. It's almost enough to keep my attention on the lights instead of the road.

The pattern you described is normal however, many of us 99.5 owners needed to get our headlights raised as the light pattern was too low.
