Mine does it too, 98 2.8Q. Really annoys me. I've posted in here and got the same answers. I guess they all do it. I did notice one thing though. It was cool here in the east over the weekend and as long as the temperature I set was higher than the outside temp it NEVER did it. But it did it twice today when the temps outside were higher than the inside setting. I hate to say it but I think is really bad design. Apparently manual is not manual.
