can you chip an automatic tiptronic a4? if so what chip would you recomend at a reasonable price

I have an AutoThority chip with a tip. Highly recommended.

In fact there's also a transmission chip (can't remember who makes it though) for the Tip cars that reduces the time it takes to shift. Lots of folks with Automatic A4's also have chips here.
