I wanted to keep the solution together with the problem, so I edited my original post. And as the original post was already on some fifth page and you can not pump your posts back up to the first page, then I have to create this linking message to take you to the thread.

Go to the NHTSA website.
It clearly looks like a recall is necessary.
Write a certified letter to Audi NA to CYA for when your brakes fail and you hit someone. Have it signed by your attorney.

...unless nobody told me that we were selling A6 TDI's in '01.....

....anyway, the problem is clearly an isolated case.

While we've all heard of water getting into the carpet, this is the first with freezing brake lines.

It also sounds as if he has a really bad tech.....

and this was caused by lack of maintenance:

"Now if the drain holes get blocked by leaves and other dirt, and you don't clean it yourself (neither does the dealer) then you are in a risky situation when the rain starts falling. "

no way it warrants a NHTSA complaint, imho.
