City Lights (offically known as parking or side lamps) are the same as our parking lamps over here. Here in North America, the parking lamps are yellow, usually with the front turn indicators.
In Europe the parking lamps are actually mounted in the headlamp. It consists of a low wattage clear bulb that lights up the headlamp. I looks like a DRL lamp only dimmer. This replaces the yellow parking lamp here in North America.
Why is it like this? As I recall, in Europe you often need to park on a dark road at night. So you leave your parking lamps on, (plus your rear lights are on to), to mark your vehicle. Also you turn on your parking lamps close to dusk or, I guess when driving in the city.
I've got a set of European lamps on my A4, I've replaced my normal parking lamps at the front with the ones in the headlamps. I've also deactived my DRL's and use my parking lamps as DRL. It looks cool, also the light produced by the lamp is far superior.

They are what JM described except that in some European cities it's apparently illegal to drive with full headlights on even at night, so the "City Lights" are just that: replacements for the full-on headlights for driving in the city.
- peter
