suspension 402 failure

I m trying to reset 402 height,car presently suspension level 1,vag com drops loging or I get error;no faults except:"system hasn t learned etc."one thing got my attention,according to vag com readings, the air reservoir has 3.25 bars after compressor stops working.Could it be that there is not enough pressure to raise to next level?Any suggestions greatly appreciated,I have try just about everything.
