Hmmm, so after 5 years it still shows 100%. In that case, I guess it's generalized issue with Audi fragrance system which either doesn't work or dispenses very minute quantity of fragrance which is imperceptible, regardless of the setting at 'subtle' or 'high'.

Two observations:
1) Very basic, but you have to actually press the buttons for the fragrance for it to work. Mine stopped working after a service but the dealership had actually turned it off. Since the menu is hidden I couldn't notice it till I went looking for it. Even though you have it set for Max or whatever in settings, you still need to press the buttons in the main climate menu.
2) The vents are never really fully closed. Note the tiny baby vents under the main vents. For a cleaner aesthetic, I sometimes close all main vents when I don't want air blowing on my face. Note the climate control still works to maintain your set temperature, how? baby vents. The new 7 series only has baby vents BTW, not really a fan of that actually. Sometimes I actually like a blast of cold air to the face.

Yes the setting is always pressed in my case, rather I make sure to check it every time.
Second as the video I shared in the top comment, the fragrance system should keep dispensing for 2 mins after the engine is shut off as per Audi, so even the vents remain partially opened I don't smell anything coming out of it after the car is off.

The purpose of the system to work till two minutes after switch off is to allow the fragrance to ”disappear completely” and enable the next journey to begin with the aroma of “high quality leather”

I turned my fragrance up to the max setting the other day to see if I could smell it. Noticed nothing, but then after a few minutes I think I smelled it. It was hard to be certain because even on the high setting it was very subtle. Only lasted for a moment and then the smell went away.
I turned it back down to light setting and have noticed nothing since.
