Was checking lights today and I can't get the inner halogen bulb to come on , no matter the setting. The small city light is on, halogen won't come on. When is the inner bulb supposed to light up ??? Was going to replace the outer bulb unit as it looks " yellow' at night compared to driver side( wife says lights aren't as bright as last year or so ).

the halogen bulbs only come on as a flash-to-pass when you pull back on the turn signal stock. BUT if you go into the lighting section with a VAG COM you can set your cars lights to 'ROW', which stands for Rest Of World, and then the halogens come on as high beams to augment the Xenon high beams...like flame throwers ! Let there be light.

The yellow one is good. HID bulbs become more blue/purple at the end of their life. Best is to replace both.

Which VAG COM should I buy ? Have seen several on ebay, interested in buying a decent unit. Would be used on a 2000 A6 2.8 and 05 A8 4.2

VCDS from Ross-Tech. They have a forum, too for INSTANT tech support. as well as a sub-forum on AW here. Customer service couldn't be better. It will pay for itself many times over. Especially the A8's rear brakes: $1000+ at a shop or $300 (for rotors ad pads) plus your time DIY. Cannot be done without the electronic tool.
Plus you'll be ostracized if you buy a fleabay version
