Emisson Control System - Small Leak
After I reset the fault codes, they came back on, the Ross tech VCDS code is 16826, does the EVAP emission control system need to be replaced?

The system has many components that can cause leakage
There is a small pump in the right rear wheel well that puts slight pressure on the system (20-30 millibars) and then waits to see how long the pressure holds. The pressure closes a reed switch and if the switch is closed greater than 10 seconds the test passes. It checks this everytime the car is started. If it fails on two consecutive times, the code is set. The way to troubleshoot the system is by clamping off different parts of the system to find the leak by process of elimination. If you have a Bentley, it tells how to initiate the leak test via VAGCOM for troubleshooting.
As an aside, I think I see why you thought you needed to replace the ECM in your earlier post. VAGCOM calls out the part number of the control module that it is communicating with, maybe you interpreted that as it meaning that this was the faulty part?
