409 Industrial Orange or Castrol Super Purple. Anything with a lot of TSP in it. Or you can go to your local big hardware store and buy it concentrated and mix it as strong as you like. You can find it in the solvent section of the paint department.

Test first inconspicuosly and then make sure the wheels are cold or it will dry on there and stain. A little brushing will help, but wear gloves and safety glasses just in case. Not nasty but annoying.
