In Europe, when it's not pitch dark out, they run these lower wattage bulbs (more than parking lights alone), but not as bright as headlights in the city, hence the name, but also on the road at dusk or in light rain etc. Kinda cool, have them installed on my wifes Saab 9-5 where all you do is have the dealer make a change to the tech II computer. In Audi, you have to drill out, do wiring harness etc.

We call them sidelights, they are a 5w bulb used for parking and driving ...
at dusk before you actually need headlights on.
Some UK and Ireland cars from about 1986 to 1995 had a dim-dip system supplied low power to the normal headlight bulbs whenever the ignition was turned on with the lights turned on to 'sidelights' only. It was an idea to stop people driving around town with only the sidelights on which are really only suitable for parking and not meant for driving at all. The EU ruled this out in 1996 so we now have gone back to where we were before.
