recode fog lights on with headlamps off?
2000 A6 4.2, Can the fog lights be recoded so they can be turned on without turning on either low or high beam headlamps? We don't often have fog here, fog lamps would be most useful in winter when the snow is blowing, but having to have the low beams on defeats the purpose, the snow reflects back too much.

Pretty sure it's all done electrically by the headlight switch and its embedded foglight switch. Not the kind of thing that can be recoded by VCDS.
You could try this:

There is a simple way to do it, the "nene" fog mod which turns on the fogs with the parking lights, and requires only one wire to be cut and tapped behind the light switch. Remove the headlight switch, cut wire #8 and splice to wire #16. I've had this setup for several years (since 2006) and I've had no issues whatsoever. However, the fogs are now always on when the switch is in the parking or headlamp position (turns off when high beams are used).

The set up is probably a leftover from German transportation rules. Illegal to run fog lights only. Also if you use fogs on the front, you are required to have a rear fog light as well. Adaptations for the rear were made on American versions making it selectable.
