Wel not to put a downer on things but isnt that aux pump under the intake ? .. bad part or you are choking off the supply somewhere maybe ? .. maybe you made a mistake putting it back on and pinched or squished something ?

wow that sure sounds like a bearing squeel. But i dont have that engine so dont know whats going on in that area.

If you took off the serpentine belt and it's still making the whining noise it has to be something with the timing belt (multiple bearings/idler pulleys, tensioner, water pump), the secondary air injection pump, or the auxiliary water pump if not the AC condenser fan or electrical cooling fan. Try disconnecting the electrical connectors to those items.
If that stops the noise….
