You can tell if its damaged, just clean it up and inspect the ***** for pitting and wear.

I totally disagree. I've driven Audi's with over 200k miles, many over 300k, for the last 14 years. I have rebuilt many CV's and never had an issue. Your right that he should replace the outer CV Boot as well. But $35 for 2 boots is far cheaper than a new CV. I went the new CV route and found out the "New" CV was exploded all over the box when I got it and I still had to rebuild it and repack it myself. When you disassemble you should wipe all the old grease out. That includes any sand that could have gotten in there. Then you inspect the parts. Serious pitting or wear, replace it. But in my experience, if you get to the boot relatively soon, they are still fine.
