Differences boil down to state taxes, delivery costs, regional refining costs and what the market will bear in a particular location. Even 'rebates' factor in. A grocery chain gives a 3 cent discount if you are a member and a 10 cent discount if you spend $50+ in the grocery store. Their prices are already competitive with the local gas stations with no discount.
