Can you turn your foglights on without having to turn on headlights?

Can you turn your foglights on without having to turn on headlights?
I have heard this isn't possible unless someone mingled with the wiring? My 01 2.8 (halogen) can turn the fog lights on without having the headlights on but requires at least the side marker lights on.
Weird thing is my friends 2003 cant do that unless his headlight are on.
Is my issue normal? I really don't like messing with electrical items as the risk of fires heightens.
Is it possible that pre facelifts got that feature vs facelifts lost it? Or is this for preface lifts halogens kind of thing?
Any stock preface lifted guys here with halogen do what my car can without the headlight on?

There was/is a headlight switch recall for pre-facelift models that came with Halogen headlights.
I remember it being mentioned in one of the threads, that you have the ability to run the fogs without the low-beams after getting the recall service done.
It's possible that the PO took yours in and had the recall service performed.

The recalls we're the 1st thing I looked into when buying thr car and all were performed.
