There are many metal washers/seals on the car, among them are the power steering connections at the power steering pump and essentially any banjo bolt-type fluid connections. I've worked on motorcycles and cars for over 50 years…annealing used copper washers is a common solution to reusing them. New ones are the best, but annealing works well.

You never flip them over. You reinstall them in the exact spot they came off of. If you were to flip them over you'd, most likely, have a leak on the ridged side of the washer since it wont go back into the grooves it came out of.

If they're having problems, I can guarantee you they're not reusing the original washers. They're using the new cheap crap thin ones that came with the new caliper; which are half as thick as the OE ones.
