Default Go to sears and pick up a 1/2" drive torque wrench, a 1/2" drive 6" extension,

and a 17mm 1/2" drive socket. The set the torque wrench to 89 ft-lbs, and when you reach the desired torque when tightening the bolt, the wrench will *click*. Stop tightening it.

Tighten all bolts in a star fashion.
When you're done, run the torque wrench across all the bolts a second time just to make sure they are properly torqued.

Don't use the torque wrench for removing bolts...use a breaker bar for that or you'll damage the wrench.

Even if you're in the habit of letting a shop perform the work on your car, I would invest in a wrench and re-torque the bolts yourself when returning from the shop. Just loose each bolt slightly, and use the torque wrench to tighten it to spec.

A lot of mechanics don't bother torqueing bolts properly. It takes them time, and usually the customer won't even know until they warp their rotors...and even when they do, they (customer and tech) usually don't make the connection to improperly torqued wheel bolts, so the shop makes yet more money on a second brake job....etc.

Default partially on the ground

Need enough weight to keep the wheels from turning, but other than that the wheel should center itself properly on the hub if you haven't dropped the full weight of the car on the wheel.
