When I manually downshift 3rd to 2nd the car automatically raises the rpm (blimps the throttle) which is kind of cool. Anyway to add this feature to 2nd to 1st and 4th to 3rd?

Don't think you have that feature actually. Tiptronic is a normal fluid coupling automatic. The S-Tronic or DSG transmission does the rev matching stuff but that transmission is on the A3 or 2010 S4's only. That transmission wasn't available on the North American B6/B7/B8 models; not sure if the 2012 B8 has that transmission or not.

I must have a freak of Audi (nature?) because it does raise the rpm when manually downshifting from 3rd to 2nd. Would be nice if it did it in other gears.

My 2006 Tip blips on all the gears...

Are we talking about a manual downshift on the auto trans?
If you're not moving the shift lever, the engine rpm is so low that I think it just drops into the next lower gear, with the engine then slightly 'engine-braking' slowing the car.
