Issue with no throttle in new to me 07 A4 2.0T
The symptom has happened twice usually after a down shift to take a sharp turn. There is no throttle for a few seconds then the car figures it out and "applies the gas". This isn't spirited driving at all, its similiar to being in too high of a gear, but that wasn't the case.

No, there isn't any yellow light, but I would agree that is the type of sensation.
There isn't the feeling of brakes being applied either, its just waiting for something to catch up and then it starts to go. speeds are around 20-25mph at most. It is very annoying as this last time I was trying to cross traffic and the car wouldn't move, but then "kicked in".

Well, I haven't been able to heel and toe in this car yet (pedals too far apart), but I blip the throttle, down shift and then start the turn. again this is at a slow speed 20-25 mph. While making the turn, back on the gas and then nothing for a split second or two, then the resistance of the gas pedal returns and the rpms rev upwards. My wife described as if I stalled the car.

I haven't noticed anything like that on mine...
About 5% of the time I will blip the throttle during the downshift to rev match, and the DBW system just ignores the throttle blip. If I hold the throttle down, I will eventually see revs climb, but I have no idea why it ignores my request 5% of the time and does what I ask the other 95%. This is different from what you're describing though. If I'm understanding you correctly, you've already engaged the lower gear and are attempting to accelerate, but it won't let you. I know if it thinks you're on the brake, the DBW may not let you add power. I'd look at or replace the brake switch and see if that improves the issue.
