Default x-post: New FOB doesn't work. Tried many programming steps (VAG-COM, etc)

I have a 2002 A4 that only came with one key / FOB. The Key went into the washer and dryer and now the FOB longer works. The key/blade works perfectly without the FOB so my problem is with the FOB only.

I bought a new FOB with the exact same part number: OLD 870 837 231B/357733 02/02 NEW 870 837 231B/357733 20/02 (notice the difference that 20/02 vs 02/02)

The new FOB is transmitting something at the correct frequency of 315.004MHz so I know the battery is good and the radio is good. I tested this with a spectrum analyzer.

OLD FOB is not transmitting anything even with the known good battery.

I tried programming the key following the rosstech wiki
[Select]
[46 - Comfort System]
[Adaptation - 10]
Channel 021.
[Read]

* Choose the memory position you want the new key be matched on by entering it's number (e.g. "3" for memory positon 3).

[Test]

* Now press any button on the remote you want to match.
* The meas. block field above will change from Not Recogn. to Recognized.

[Save]

In my VAG COM I never see "Not Recogn" after pressing test or save. Let alone recognized.

The car has 2 keys program to it.

I also try many of the other procedures here like starting the car while holding the button for 10 seconds. Unlock button, unlock door, unlock button, open door, start, car, lift right leg, etc.

I spent a good hour trying.

Has anyone ever got this working in their B6 cars?
Any suggestions on what todo next?

From my understanding, only a dealer can recode the key. Can't be done via VAG-COM.

he's not trying to recode the key, just pair the fob with the CCM

Default both fobs dont have the FCC ID printed on them. however part numbers match. one fob has a newer

board design and semiconductor.

I think the vag only works when you're "matching" not coding for 1st time
