Default You sir have water in the ECU box

open it up, dry up the water, figure out why its leaking and get a new cover if you have to.

Default It is CRUCIAL, that you are CERTAIN there is NO WATER in the ECU COMPARTMENT, ASAP!

Only after confirming that there is no water in the bottom of the ECU box, is further causes for the symptoms properly addressed. You said water dripped on your foot from above the clutch pedal, that is a "stage one alarm" sign for water in the ECU box! The source of the water leak, must be fixed also.

Default There is no fan switch per se, the ECU controls the fan power supply module..

using a pulse width modulated signal to the fan control module, that in turn, controls the voltage to the fan motors, based on several factors. The speed the fans run at depends on engine temps, engine load profile, and other factors, like A/C thermal load etc.

Default The cover on the ECU Box must be removed, to visually inspect the inside of the compartment..

That requires the wiper arm and the cowl trim first be removed to allow access for to remove the cover screws on the ECU compartment.

If there is/was water accumulation inside the ECU box, several relays may need replacement also.
