I think that all of the issues you suggest play a roll, as well as trying to balance the cost of repairing a vehicle in a moderate or minor accident. If the bags deploy in every accident our insurance costs would be tough to swallow. They are pretty much only there to help out in the event of an accident that is most likely to be fatal or cause severe injury.
