Default Seatbelt retractor won't release belt

I just purchased a used seatbelt retractor to replace the broken one in our avant. I just got the retractor delivered today and upon inspection, it won't release / unlock for me to extend the belt! Am I missing something simple here? there's only about 1.5 feet of belt hanging out of the unit and when I try tugging on the belt, it clicks like it would if I pulled the belt too quickly. It does this even if I pull nice and slow. It doesn't matter the orientation of the retractor, if I position it like it would be in the car (bolt holes down), it still does it. What gives? I'm hoping I didn't get a broken one...

Default Try installing it first and see if it works then...

P/N 8D9 857 805 D...it's for an avant which makes things a little tougher.

Well, It's been this way since we bought it 1.5 years ago. I figure it's about time to fix it right...

Default Any other ideas?

I'm going to just try bolting it up and see if anything inside releases, but I'd like to have something else to try in the meantime. It's cold now and I won't be pulling the interior apart for another few weeks :P
