I have whinning noises when I turn the wheel...plenty of fluid??

Default I have whinning noises when I turn the wheel...plenty of fluid??
I have heard a whinning noise in the morning when the car is cold and it usually goes away after a few mins...however now the noise is constant and seems engine related (when i turn the wheel the noise greatly increases)...is my steering pump gone?? or the rack??

My guess is the steering pump is on its way out.
