How do you test a BPV? (search no help) more...
I have a Forge with the blue diaphram. It seems to surge sometimes, and sometimes it seems not to have full boost like the BPV is stuck open. If I let off the gas and hit it again, it pulls hard(no gauge yet). I have also heard a "flutter" during full boost.
I am becoming convinced it is the BPV, but how do I test it?

you need a rebuild / upgrade kit!! mine is in the mail as I type.....
...because Stratmosphere Rocks!! The new diaphram is aluminum and not silicone. there are other changes as well. This may not entirely solve your problem. I would contact your Forge vendor and inquire. A great suggestion has been to stroll on down to your local Audi dealer and buy a TT 225 valve, its cheap and able to handle 25 - 30PSI. Even if it fails, you just replace it again, its alot cheaper than $159 with the same problems you had to start with.
With that being said, it may not be your Forge BPV entirely, I would certainly check the Intake boot, the Wastegate tubing and rod, the turbo to BPV tube (AKA turbo to metal crossmember) the small snake tube thats on the other big end of the BPV (goes back up to intake) the tube from the drivers side cross member to intercooler , the intercooler to the Throttle Body and MOST IMPORTANTLY, the vac / boost actuation line that fits onthe top of the BPV, the Forge has a pretty big nipple and the OEM black braided tube gets over stretched and cracks / splits. Since you are a lazy *** (like me!!) and havent got that boost gauge installed yet, you dont have a T fitting that could be leaking. That is another place to check once its installed. My Forge sticks pretty often, I have poor boost up to about 4K, then its happy time, but the shifts are balky and boost lag is too unpredictable to drive confidently. It really sucks in the rain, I must say.

I just called Pete from Stratmosphere and he is sending me a rebuild kit too. He was quite cool about it...
I love good customer Service!!!
I inspected the hoses - they seem OK, I will order the samco kit next before the oems fail.
BTW - I have a 98.5 with a K04/GIAC/Borla too... Have you any 1/4 times? I am gonna go friday for the 1st time... curious of what to expect...
