can it just be welded back together? should i go for either a test pipe or high-flow cat? if so, what brand should i go with?

A weld would not last long on that part. I suggest buying a new cat. If the metal is that fatigued that it cracked. It will crack again. You may be able to weld it temporarily. But another crack will form either in the same spot or somewhere new.

Can be welded, but depends on how you drive whether it lasts.
