it's normal. these/some guys just like to remove it. moved mine to SMIC location and its even louder

No, this is for my a4. the relay does turn the air pump on for a short period of time though.

I can live with it, as long as it passes emissions I'm fine.

It is the secondary air pump. Normal defect item. I've replaced 3.

behind lower passenger side fog light. Can be done without taking off the bumper (repair position) or just pull it. Other than that it's a few bolts.
