where is the best place to buy rims if im on a budget but still want something that will look nice..as well as tires

Default "nice" is subjective term. what I like, you may not, and vice versa....
I'd just add www.tires.com and www.onlinetires.com to Paul's list.

tirerack.com has some good deals going, thats where I got mine and shipped right to the door
