Code 1613. Ok I just replaced the ECU on my 99 1.8T Avant because of a bad signal...
going from NEW O2 sensor heater wire to ECU. I was told by some of you that the ECU was bad if the sensor was new and getting a code stating ECU was not reading sensor and heater wire was not active. SO...I replaced the ECU & now I get a 1613 code saying there is a malfunction on the "Check Engine" light circuit? How can that be. Otherwise when I turn off warning light on dash, it does not come on at all while driving. WTF? P1613 = Malfunction indicator lamp [ MIL/CEL ] - open circuit / short to positive, fault is Wiring open circuit/short to positive. BTW the new ECU is EXACTLY from same type & trans as my car...MT.
Do I have a bad circuit somewhere? If I do how does one check it and where do you start?

So the engine light comes on when you turn the key to the on position engine not running? Or is the engine light on for this code? If you put the other ECU back in and the code is gone, then obviously that ECU has a problem also.

No..the lite comes on after the car is on for 5 seconds. When I turn off the light, it never comes back.
